LenCD is an informal network of analysts from bilateral, multilateral and government agencies and NGOs engaged in development cooperation (primarily DAC members) that promotes learning about capacity development. LenCD was established in 2004 at a meeting of the cosponsors of two international symposia on capacity development (in Manila 2003 and Tokyo 2004). Their aim was to provide greater form and visibility to capacity development, both as part of the work of the OECD-DAC Network on Governance (Govnet) and beyond.
